A manometer is a device designed to measure the pressure in
fluids. One that is frequently used is an open branch or U tube
manometer, which consists of a U-shaped tube with one of the branches
connected to the receptacle where the pressure is to be measured and
the other open to the atmosphere.

The manometer in the visual is
connected to a tube which is introduced into the liquid where we
want to measure the pressure.
Its branches contain the same liquid, so that the difference between
the branches is the same as the depth of the tube in the liquid.
When the liquid used in the manometer is mercury, the difference in the
level in the branches would be 13.6 times less than the distance from
the end of the tube to the surface.
To measure high pressure with mercury manometers the tubes do not have to be excessively tall.
